This one was a labor of fandom. (well at least of a YouTuber that's not Raging Golden Eagle) I was watching Hero Hei's channel one night and he was talking about RWBY and his "best girl" is Neopolitan! I don't much about this anime, but I will check it out. (at some point) From what I her she doesn't talk, but is a master mental manipulation. She is also known for Lolita style attire. I just hope Hero likes it.
